Douai, located on either side of the River Scarpe, despite the bombing suffered in 1940, has retained its 18C layout and houses which give it the aristocratic aspect mentioned by Balzac in La Recherche de l'Absolu. Although Douai has a sizeable concentration of metal industry plants, it has retained the appearance of a judicial centre, a legacy of the Parliament of Flanders which had its seat here from 1713 to the Revolution, as well as an intellectual centre.
